goes slow

i have 89 vision vip with ford 4 cyl out drive is omc cobra 3.1. the boat takes off slow willnt get up to top speed maybe it goes about 15mph. ran good first three hours of day then al of sudden would take off slow and no top speed

so this could just be a tune up or clogged fuel filter is that it or could it be anything else
