Yes, the rollers should move around when the boats not on the trailer.
Each mount should pivot.

The hinge points my be corroded. Id loosen them and get them moving again, then make sure they are tight enough to not come loose in transit.

You want lock nuts, not lock washers.;)

The roller bunks should not be tight, but on the other hand, they shouldn't be as loose as to fall to the center of the trailer as it appears in the pictures.

My rollers bunks are fairly tight. The weight of the boat moves them with ease but there is no way that they're going to flop to one side of the other going down the road. Not a bad idea to add abit of grease to the pivot point every now and then.

I'd say it depends on the design of the trailer. The pivots for the rollers on my EZ-loader wouldn't just fall like in the picture, but they would move with a little pressure. One hand was all it would take to move them. That is all they need to do really. I have since converted it to bunk, but it worked fine the way it was.

And here I thought driving and talking on a cell phone at the same time was dangerous.... ;)

They need to pivot. Couple of mine pivot easy and a couple don't. The boat loading evens them up no problem.
A little lubrication on them will never hurt.

On my roller trailer I grease those pivots every season...they need to move to conform to the hull...
