That engine has a pretty large displacement for it's HP, so it will make its peak power either a bit below the 5000 mark or close to it. Propping choices that are on either side of the rpm that gives peak power will result in a lower top speed.
Dropping down to the 20 will give you about 400 more rpms, it will also give you a better Holeshot and it have better chance of staying above 4500 if you really load the boat up. Top speed will be about 1/2 mph slower. Down side will be a slightly higher rpm for any given cruise speed, or a slightly lower speed for a given rpm.
RAKER is good prop, as mentioned a few posts back I ran a 20 inch on my Fucht 150, rehubbed it for my Volvo Out drive and used it until I found the Enertia
