Yes, but chances of one of the locking tabs actually alingning at that specific torque are pretty small. Good and tight. Tight enough to need a chunk of 2x4 between a prop blade and the antiventialtion plate to hold the prop. If you tighten it while holding the prop by hand, it's not quite enough. But don't over-do it either. You want to get it back off someday. ;)

I understand that it is difficult to match up the tabs, but what is an appropriate torque?

My Calibrated Elbow suggests it's about 50/ 75ft.lbs......

I'll ditto that...go to 50lbs and if it doesn't line up, go to the next hole..
