Any ideas on how to repair a groove in the drive shaft of an outboard motor caused by a seal?

Depending on the motor, you may be able to change the position of the seal(s) or shim it to a position that is not worn.

Repairing the driveshaft groove is top level welders' work.

not a real good way. The problem is you can fill it in with JB, but if it's not perfect it will let the shaft wobble and the seal will not seal. Better to see if you can get a way for the seal to sit on a different part of the shaft. I have been sucessful in putting a thin washer under the seal letting the seal ride on a different area of the shaft.

Another option would be to have a machinist sleeve it.

I use speedi sleeves that can be purchased at bearing supply houses. I have been repairing shafts this way for years, mostly the Merc inlines. Sleeve is 26.00 and installs in few minutes. Here is a link if anyone wants to see what they are..:)

Cool product. Doesn't get any easier or cheaper.
