hard start ups 85 hp force

with out first puttin water to it with the ear muffs it turns over fairly easy but if i turn the water on to it before starting it is hard to turn over :

yes it runs good also if it runs for a few mins like warms up it turns over freely when cold batt. will just barly turn it also new batt. 650 cca
