Hard to move throttle forward

I recently drove a boat with an 09 Evinrude 115 hp HO engine - shifting was fine; however advancing the throttle was difficult - much harder than any engine I have driven in 40 years of boating - the mechanic I talked to said this particular control was set to the "easiest to move setting" - he also said the new Evinrude controls were somewhat stiff - that, in my opinion, was a gross understatement - I was unable to really control the speed - simply had to push so had to advance the throttle that good control was not possible - yet I am told this is the way these controls are -

I ask the question because I am considering buying a new Evinrude but if this is what the throttle control is like, then I need to reconsider -

What are your thoughts?

never heard of the problem, was it on a center console, they sometimes have sharp bends in cables making the harder to move.

The motor is on a 19' runabout - traditional style side mounting - I have followed the cables back to the connection points and cannot find any bends, etc, that I thought would cause a problem - it is hard enough to move forward that I doubt my wife could use this control - the puzzling part is that the dealer and the mechanic both tell me this has been their experience with the 09 e-tecs they have sold -
