I have an 82 - 15 and I would ask you to add the fallowing to your proceedure. Maybe you already do but didn't mention it. Make sure you have the motor in neutral. Give it lots of throttle. I say lots because my marks are worn off and it starts better with too much throttle than not enough. With the choke out, at the first sign of any igniton what so ever, push the choke in and pull again. Mine always starts the first pull after a hint of ignition. Usually about two pulls choke out and one pull after it's in. It usually starts one the first pull the rest of the day unless it's been sitting for several hours. If I go more pulls it's almost always because I'm in gear or forgot to give it throttle. Best of luck. Rick.
