having problem s with insta trim tab pump need help!!!!!

hi
i been working with my boat and im having problems with tha insta trim pump, the right side actuator works good but the left side is not actuating at all. I serviced the reservoir with ATF. then I disconnected the actuator hose to see if I have some flow but nothing, I can hear the pump motor but their is no actuation on the left side now i wonder.....it can b the selenoid? or im having other type of problem here?
