Bowfisher is right, check the pin/drive key on the shaft at the impeller. I know it is a pain in the butt to drop the lower again, but it's worth the headache. The driveshaft pin is tiny and can fall out, break, etc. The water tube is also subject to proper alignment, I have been hasty a few times and just jammed the lower on not making sure it was aligned, and got lucky. When you have the lower off, slide a wire up the tube to see if there are any obstructions, (coat hanger works). How is your thermostat? If you can determine the impeller is doing its job, then there is an obstruction in the the cooling path. I have heard of folks taking the thermostat out, then starting the motor to see if water is getting that far? Hope that helps
