You may run the tank down, but the water is still in the carb and the tank. Water settles to te bottom of the tank.
You need to get the water out of the tank.
Best way is with a small electric fuel pump. With a piece of hose and small copper tubing.
With minimum amount of fuel in tank, lift the bow of the boat so the back of the fuel tank is lower than the front. Remove the fuel pickup tube, use the electric pump with hose and tume and go to the very bottom of the tank and suck all the water an gunk out of it. Put it back together, and clean out the carb. Cause it's full of water to. Then clean/replace all the fuel filters between the tank and the carb (including the one in the carb) and see how it runs.

Oh and BTW, be carefull while you have the tank open, you could blow yourself up if you're not paying attention to detail.

if I've interpretted your grammer correctly it sounds like you have a major fuel contamination problem. First thing you should do is pump out the fuel tank to where you can be 100% sure there is no water nor dirt/sediment left in it. And then be sure you fill it with clean fuel. It's not uncommon for marinas to pump bad gas to think twice next time when you go to fill up.
Only then you can work from there towards the carb making sure nothing is clogged, restricted, or damage from the fuel contamination. What has probably happened is water and/or sediment (from the rusting fuel filter also) has made it's way into the carb and is causing it to not function properly. You'll most likely need to pull the carb and clean it out. That should fix your problems but beware that if you don't clean the fuel tank and use good gas that the problem can quickly reoccur.
