Many control boxes will not allow the throttle to open all the way in reverse.

If the tach reads more when you encounter your bog than it does in reverse then your need to check your spark plugs AND test your ignition with an adjustable spark gap tester.

Your ignition should be capable of sparking across a 7/16 inch gap at a minimum, and do it with a crisp bright blue snap, anything less and the engine will fail to rev up fully once under load in the water.

Fouled spark pugs will often exhibit the same symptoms.

Sounds like the carbs have sat for awhile with gas in 'em....people expect the tiny idle passages to clog first, but these usually don't due to being at TOP of carb's throat, high and dry.....if it will spin up on hose(no load) but not in water(loaded), and passes spark test(simple), then the carbs are gonna have to be taken apart and SOAKED...NOT SPRAYED.

It must be built into people's DNA that the first thing they do when an engine doesn't run right is to replace the fuel line and primer bulb. That is rarely the cause of a poorly running engine. What do the plug look like? One fouled and two normal is all it takes to kill performance. That engine runs surface gap plugs and it is sometimes hard to tell whether one is carbon tracked to the point where it doesn't fire correctly. Replace them. They are cheap (in the grand scheme of things). An engine needs fuel, air, and spark and it all needs to happen at the proper time. Miss any one of those and it won't run or it runs poorly. If someone has mucked with the carbs, linkage, or timing, it may be the engine needs a link&sync procedure. Take someone with you and when you experience the problem, have them squeeze the primer bulb several times quickly. If the engine perks up and then dies again, you have a fuel delivery problem. Suspect is the fuel pump. To prove or disprove the fuel tank pickup, try running on a different tank. Have you checked the fuel for water?

Previous posters are correct. I would certainly take the carbs down and clean them. A blocked carb can burn your motor up. No fuel no lub. Replacing the fuel fittings can add to the problem. There are too many cheap fittings (wally world) out there and many of them dont seal.

thanks for all the response. This site is GREAT! I have changed the plugs fual pump and the inline filter. checked for water in the fuel and there wasnt any. Havent tested the motor on the water yet. ill post again when i get me results. i was gonna change the pump, plugs and filter anyways so i figured i try that before i took the carbs out and tried my hand at cleaning them. I did pump some fuel into a cup before reinstalling the new inline filter and there was black specs in the fuel i think from the old line maybe. any suggestions??? thanks again

ok i got the boat on the water this morning. 28 degrees might i add. Motor started easy and went right to plane. i ran it around for 10 minutes or so and as i was coming back to the ramp it started surging the motor would come on rpms go up the it would bog down back and forth like that. It would still come on plane but poorly and slowly. any thoughts??? thanks
