Help I lost my nuts!!

Ok, someone used my boat this past couple days. I went to start it up to make sure it still ran. I immediately noticed the engine was bouncing around a bit. I looked and noticed two large nuts in the bilge area (only one shown in pic, seen one nut seen 'em all). I noticed that the bottom stud of the motor mount was nutless. Question...do BOTH nuts go on the stud show in the pic? If only one goes there where does the other one go?

There are two nuts under there and they are different types (item 16 and 19). Not sure but one should be lock nut

Do pull the drive and check alignment

Both of the nuts I found are identical.

This may be why they came off, but then again, if they where jammed together tight enough they should have held.
