I need a little advice. I have a 1986 VIP bass/ski combo with a 125 Force (same model). It has not been cranked since 1997. Had no problems as of that time, we simply got too busy to mess with it anymore. I would like to get it back out on the water without sinking too much time or money into it. What would be my first steps to get started? Boat was winterized with fuel still in the tank but all lines drained. I emptied the tank a couple years ago with intentions of getting started then but as always things came up. What should I check first? Carb? Water pump? Seals? What is a must do? ANY suggestions would be appreciated.

Go back to the Force/ Chrysler outboard forum and see if the engine can be revived, that is assuming the hull is in good shape. Was it kept under cover all this time???

Yes. The boat still looks almost new. It was covered for years until the cover rotted, but has been in a locked building the whole time as well.

Spin the flywheel and make sure the engine isn't seized up. Even if the lines were drained it might be prudent to clean the carbs anyway, its fairly easy to do, put new kits in them all. Check the fuel lines and replace them if they need it. Pull the spark plugs or even the head itself and make sure the cylinders are clean, I once had dirt dobbers build dirt nests inside the cylinders of my old Chrysler. Had to dismantle the entire engine to get the cylinders cleaned out, hopefully you won't have that problem but you should check just to be safe. Replace the impeller and the lower unit oil. If everything checks out you shouldn't be out much money. I completely rebuilt my old Chrysler for just the cost of gaskets and a water pump which only ended up being around $150. Good luck, chime in here if you hit any bumps and these guys will dispense great advice.
