The motor is a 1965 9.5 Johnson. The problem that I am having is the motor can only be tilted when it is in reverse. It will not tilt in neutral or forward. It seems to me that the motor should be locked when in reverse, but should tilt in forward or neutral in case you strike something underwater while underway. Any thoughts or ideas would be appreciated.

Actually, that motor only tilts in forward.

Something weird is going on there.

Look at the inner end of the shift lever shaft (under the hood). There is a thin metal lever in there that pullls a wire up and down when you shift. It is adjustable at the lower end of the wire. It should be adjusted to release in neutral or forward but lock in reverse.

But before you do any of that, grab hold of the flywheel and see if you can push/pull the whole powerhead fore and aft. A bit of rubber mounting movement is normal, but if it is flopping fore and aft loosly, the motor mounts are broken, a common problem on those motors. The broken mounts prevent the shift from operating correctly also. They are a real pain for the novice to replace.

You are correct. The control is what looks like a bicycle spoke (Lever to reverse lock wire) that runs from the engine compartment to the "Locking, reverse lock lever" The wire has a adjustable locking piece called a "clamp, wire reverse lock" that is located at the bottom of the wire, below the lever.

See the Stern Bracket diagram in the parts catalog for the 9.5. The oldest is 1968, but they are the same:http://epc.brp.com/default.aspx?brands=ej&lang=e
