Help With a 96 Mercury 115 hp. Wont start

I need help from anyone who can give me some ideas on why my Mercury doesn't start. When I turn the key the starter runs but doesn't jump up and engage the fly wheel to turn over the engine. Keith, pinion gears on starters dont go up for a couple of reasons...one, they get sticky on the shaft. a liberal dose of WD40 will get it moving...if really stuck a rap with a hammer an screwdriver will unstick....second, your battery is dead or dying, not providing enough power to engage the drive....bad battrery connections will act like this also...you need a minimum of 9.5 volts at the starter terminal under load, then you can eliminate a supply prob. after that, perhaps is time for a new starter...good luck
