Help with johnson 8

I have a johnson eight 1993 and it wont pull up if you try to pull it up from the top of the motor. Like pulling it out of the water, i would have to grab the shaft.
Everything seems to be well greased too. Is there some sort of locking mechinism? also where can i buy the washer like thing for where the boat screws into the back of a boat

TD may be right (he usually is ) about the auto lock but I see no indication of it on the drawings.

Check that when the tilt lock release is flipped to the release position that the locking mechanism actually releases fully from the rake adjustment pin.

If the tilt is simply just stiff you can slacken the nut on the end of the tilt bolt a fraction to make it freer.

If you can tilt by lifting the shaft but not by pulling on the top of the motor I suspect it is nothing to do with the locking mechanism but just getting stiff with age (like me)

While running (in forward) the tilt lock should be released (automatically if automatic) so that the motor flips up if you hit anything underwater. It should be free enough to flip up easily.

The big bolt that holds the transom bracket onto the outboard needs to be loosened. If its froze in there pretty good you might need to knock the bolt out with a hammer and punch.

which bolt is it?
i sprayed alot of wd40 on it

Its the tilt pivot bolt. The one on which the motor pivots when you tilt it.

It is #28 in THIS DIAGRAM. The nut is on the end is #15
