Help with Ted Williams 9.9

I am trying to replace the water pump but can not get the lower end to drop out. There is a small plate with 2 screws just above the planer boad once the plate is removed there is another screw, does this one have to be removed for the lower end to drop? thanks for your help.

first instruction is "open inspection cover and remove shift linkage screw.Be careful not to drop it in the leg".

Got it! Replaced water pump which was all chewed up. Re-assembled still no water coming out of tell tale, any ideas?

Is there any way that water tube could get plugged? If I have replaced water pump(rubber impeller) and still no tell tale what else can I do? Don't have to bucks for a mechanic. Please help!

The telltale may just be plugged with a bug nest.
Bits of the impeller may have plugged passages up.
Did you get the impeller drive pin/key in place.
Check the intake could be plugged with almost anything.
Water tube out of place or plugged.
If your testing in a barrel be sure the water is higher than the impeller.
