high rpm idle on 85hp johnson

1978 85hp johnson #85ml78c. ok so after replacing a couple coils on my motor i went to start it up today and it wants to idle real high with the choke OFF... with the choke ON/fully engaged it seems to idle well (in the 500 - 800 rpm range) but after fiddling with it a while i noticed a whitish/milky, fuel smelling liquid from the bottom carb only, the top carb had a very slight fuel discharge but it was clear like normal fuel, both carbs have been rebuilt 2 months ago...

how do i go about getting the rpms and idle down to normal operating range? any help would be great... thanks guys!!

Milky liquid indicates that you have water in the fuel. You may want to install a full-sized water separating fuel filter close to the fuel tank.

In the meantime, take the drain plugs out of the float bowls one at a time, drain the float bowls and squeeze the primer bulb a few times to flush the bowls.

ok thanks will do. i knew that milky looking oil means water, but i guess it makes sense being that theirs oil in the fuel also.... do you think thats the problem with the high rpms? just seems like a weird problem to have... thanks again...

The carb jets are all fixed. The idle is set by adjusting the engine idle timing. The big screw on the spark advance lever. Should be 650-750 when idling in gear, while floating at normal level in the water.
