So i finally started cleaning out the boat and found some stuff.
The cutout had water frozen in it and a bucket was in there for some reason....
It somehow goes to where the drainplug is on the back of the boat. Why is this there? I cant really get a good pic because of the ice.

Also, in a little cubby that runs along the side of the boat the vynil is pulling off. What can i use to seal it back onto the side?

I think you may need to explain what it is you're asking in a little more detail.

in the back of the boat where the transom is, theres a cutout thats about 12x8 inches. i cant tell where exactly it goes or why its there because of the ice build up. also in that cutout there was a bucket. maybe it just got stuck back there, i dont know.

Im wondering why its cut back there or if anyone knows of a reason why. the drain plug wasnt in at all

The low cut out area is to collect water and allow it to be pumped out, or drained through that plug you can see. The bucket just happened to land there, it's always nice to have a small bucket on board, it can have many uses.

hmmmm....well i guess thats a sigh of relief.

where would a bilge pump go? i thought that would be the place for it.
(my boat doesnt have one, apparently the guy said it never needed one, no leaks)

It did have a bilge pump. Hence the bucket:) The opening in your floor is your bilge and a pump would go in there. I'd run the drain to a thru hull fitting at the starboard stern just below the rail. That way you can turn around and see if your discharging anything. As far as that vinyl I would yank it out. Carpet is a much better application in a gunwale.
