Not exactly sure what you're asking.

The cooling system on most outboards is an open system. It pulls water in from the lake, circulates it through the motor and dumps it back out into the lake. It flushes the system as it runs.

Are you having some kind of water circulation or overheat problem?

There is no coolant in the two stroke outboard engine. At least not on one built in 1989. If you want to clean deposits out of the passageways, it is best done by disassembling certain parts. You can take off the thermostat cover, you can remove the lower and take apart the water pump. If there are hard deposits, you can try scrubbing with a bronze brush. Most of the time you don't have to scrub these.

I'm having problems getting water to the thermostat along with motor over heating.

start by replacing the impellor in your water pump in the lower unit.
