How do I set timing for 1975 40hp evinrude?

I tried to start the motor today and all it does is occasionally backfire out the exhaust, it even partially sheared the woodruff key on the flywheel. So, I replaced the key and it continues to backfire out the exhaust and never starts. It has a nice blue spark spark and the carb was just soaked and reassembled yesterday. The plugs end up really wet with heavy choke after heavy cranking: cranking include backfiring. I am assuming this is timing related.

I have had others suggest a link and sync, but dont know how to do this or set timing.

HELP!!!!!!

If I threw this motor in the water it probably wouldn't even sink.
