The bottom frame is probably tubular, and fits down into a spring steel latch. Probably. Try pushing the back seat backrest forward briskly, or even hitting it with a quick palm-open jab and see if it moves freely after the spring steel lets go if it.

Left this out... This may cause the spring steel bracket to come loose form the seat box if the wood in the box is rotted or starting to rot, but no way around that if you want them to move. Then have to figure out what to do with the box rot problem if any.

How do you know if you have not moved the seats yet?

i can lift them up a few inches , but they wont pull out. also the "base" is metal brackets with vinyl snap clipped onto it. you can remove the vinyl and its just open space

Can you lift just the ends? Or can you lift the section where the backrests are too? If only the ends move up a lot and the backrest section seems to be tied down then I bet there is a tube on the bottom of the backrest fitting into a spring steel bracket, and if so then you need to move the top of the backrest forward to get the tube to pop out of the bracket first.
