Never heard of that law. But I take mine out simply because of hitting my shin on it. And in parking lots, it sticks out from behind the truck too far, in my opinion. I dont want to be around when someone else smacks their shin on it. Think of the other person. Also, leaving the hitch in just invites it to be stolen.
