how much oil in foot?

I changed my 88spl today. The oil was burnt and very nasty smelling. However, last week my merc 650 foot was full of waterso............How much oil is enough.?I filled it until it came out the top then took a few seconds to screw the bottom plug in. Did I let enough out? After the top overflowed ,I let it drain back down, and the bottom ran for at least 20 seconds but the topwas tight so it was a slower drip.

Take the top vent screw back out and with a strightened paperclip ,bend a 1/4 " 90 degree on the end of it and place it on the bottom edge of the vent screw hole and see if it contacts oil.If so ,you should be good to go.If not,break out the rags.
