is normal for an outdrive side to side

Not very much at all. Only about 3" total measured at the rear edge of the ventilation plate. Also, with the drive tilted all the way up, grab ahold of the bullet and try to lift it up. If it moves up with a clunk, that's very bad.

I changed my gimbal ring and am torquing the two bolts on each aide of the top and have a little play but I don't want to over tight because I don't want to break anything

If I torque to 55 then I haver about 3-4 inches of play. My old ring gave me none... Should I torque more is this normal? I will post a pic on sat...

Only if you want to break something.

Is the slack between the pin and the gimbal or could it be somewhere else?
Is your replacement gimbal ring new or used?
What was wrong with the original ring?
Did you change the swivel pin also? It may have some wear on it that replacement only will cure.

Transom is solid. The ring was replace because the old one broke where the hinge pin is. The swivel is new and the ring is lightly used but in great shape. I guess what I am finding is, when I torque bolt #1 to 55lbs then I torque bolt #2 to 55lbs then there is less then 55# on #1. I would compare it to a putting on a tire as i tighten one the other seems loose. So I will work with it tommorrow till both are and hold 55#.

What would the clunk signify?just curious

Turns out that the movement as because the steering was turning a bit if you hold the wheel still the play is about 1 - 2 and half inches. This is normal or at least acceptable?
