How to properly install zinc

I have a Honda BF8A, on which the zinc anode attaches to the bottom of the anticavitation plate. Outboard is used on a sailboat in fresh water lake, motor is kept up with leg out of water when not in use. This lake does not allow any electrical supply on docks and I moor my boat anyway.

I had cleaned off the scaled paint from the leg and repainted it. Should I scrape off a bit of the paint where the zinc attaches to (touches) the plate? I am not sure I even really need one, since the leg is usually above the water line.

If factory paint where anode touches under leg is in good conditions, no. Do keep bolt and anode well clean and making good contact with AC plate. Don't ever paint anodes; are for galvanic corrossion protection while engine is on. When passing 1/2 to 3/4 size reduction, time change for new ones.
