I assume these are drum brakes? Although I'm not familar with removing trailer drums, on cars with drum brakes you often have to use a screwdriver or brake adjustment tool to adjust the brake shoes in before removing drum. As the drum wears, a ring is created around the edge and the shoes expand into the worn area and won't come over this ring. On back side of wheel housing is a hole you adjust them through. Inside hole is a little "star wheel" you turn to adjust breaks. As I said, trailer drums maybe totally different though.

HotByte-
I think the starr wheel is it but it's real difficult to turn. Do you know which way to spin it?

No, not right off...its been several years since I've replace shoes on drum brakes. It doesn't take too many turns to get the shoes to expand out and lock the drum, then you know to turn the other way. You might also try a little WD-40 through the adjustment hole to make adjusting easier.

My method was to remove both drums & 1 set of shoes. Take the drums to be turned and pickup new shoes using old shoes to be sure I got correct parts. Then use other side as reference to how all the springs, etc. go back on. Then remove/replace shoes on 2nd side. Pulled both sides off at same time once (so I could take old shoes back to avoid core charge) and had a nightmare trying to figure out how they went back on.

I think you would put the adjusting tool in, with the point going upward and push up maken the tool come down if I am not mistaken, but then again I could be.
