My brother in law has a boat that he recently acquired and turned into a duck hunter. So is it safe to use all winter or is he supposed to run antifreeze through it after every outing?

If he stores the motor outside then he needs to make sure all the water drains out of it. After every outing, I'd leave it in the normal running position and give the rope a few slow pulls to push the water out of the impeller housing. Be careful not to pull so hard as to start the motor. Do not store it in the tilted position. I run my boat until the lake freezes or the perch stop biting, which ever comes first.

Yup, what he said above.
I run my duck boat all winter in the rivers and ocean down into the single digits, with no problems.
