Trouble is just about anything new is built in China.
If it's rebuildable??? Then use OEM or Factory parts from a Mercury dealer.
Those parts are probably Chinese too but held to a higher standard(better parts),
After a little digging and asking AI, sigh, yes...China parts can be both good and bad quality. The better quality parts have ISO 9001 certification. So I asked it to search for ISO 9001 certification for DB Electric and apparently they use the higher quality parts.

Here's what AI "said":

the original OMC seals lasted 36 years before they started to leak!
Thanks for the pics. 36 years, hmm... I must say, I have tilt cylinders that don't leak, but they're about 45 years old. I assumed they would be leaking soon after I started using them, but I do wonder if they are deteriorated or not. The motors they came from seem to be low hour motors.
