Hydro electric shift problems

I have a 7? 100 johnson and can not get it in neutral or reverse it just stays in foward. I followed the advice in another thread buy disconnecting the blue and green wire and applying 12 volts. When I applied 12 volts to both wires with the engine running I heard a click and it appeared that it started to go into neutral but it didnt. Now when I apply the voltage it just keeps running in foward (no click) Is there anything else I can do?

Check the fluid in the L/U. It must be water free. Be sure it is filled with type C or premium oil made for electric shifts.

The oil is free of water and looks good. Im not sure if it is low...Could low oil cause my problems?

The oil is what actually does the shifting. The electric part only tells the oil where to go.

If applying voltage to the wires while running doesn't make it shift, and it is full of the right oil, then the trouble is in the lower unit.

Thanks for the help! Sounds like it is time to get a little experience in pulling a lower unit. Oooohhhh joy.
