I am stumped and need help badly.

My 15 hp, 1995 Evinrude won't idle down without dying.

I have cleaned and rebuilt the carb, rebuilt the fuel pump, and replaced the fuel line between the pump and carb. No change.

Joe Reeves says to start adjusting the idle mixture jet at 1 1/2 turns out and adjust in (CW). Clymer says start at 3 turns out and adjust out (CCW). Neither has any effect on idle speed.

What am I missing?

If your low speed (adjustable) jet has no effect, you still have a clogged orifice somewhere.

Yep, still clogged up....Make sure you blow out all the passages with compressed air and you may want to consider soaking the carb overnight in carb cleaner if you already haven't...
