I need more power, help!

My 1999, 16.5 foot-long Lund has a tiny little 25 horse Mercury engine that came with it. The boat crawls through the water if I have more than like 3 people in the boat.

Also, I am always lugging tons and tons of gear in it, so the current engine can barely move the boat when there's a lot of weight.

It's a tiller, however. No steering wheel or console.

What is the highest horsepower outboard I can throw on the back of my boat? Is this a Coast Guard legal thing they control or can I just use my own judgement?

There should be a plate or sticker on the boat with maximum weight and horsepower capacities. You should not exceed the rated horsepower. In some states it's illegal. In all states, liability ramifications could bankrupt you. You probably need a prop with a lower pitch. Those 25s come with a prop for average boats with average loads where the motor is close to the maximun boat rated horsepower. Sounds like your load is above average. Three people and gear is about the limit for a 25. Three people (adults) might also be the limit for the boat.

The present 16 foot SSV series is rated for 40 hp.
If you check the demensions of your boat and compare them to the new Lund of similar design it should give you an idea where you are at.
You also may be able to help your motor out with a prop better suited to your typical load.Check the prop for numbers indicating diameter and pitch.Depending where you are at now you may be able to go down in pitch (lower number)and gain some speed.It could be the difference between planing and straining.You will need to be careful when alone to not overvev with the new prop.

There generally are two HP ratings when you get into the 16 - 17 ft range. If its a tiller boat it is generally rated about 10 HP less than a console steered boat. Regardless, your 16 would handle a 35 or 40 tiller.
