Not sure if I can help, but I'll try. I do a lot of flounder fishing in southeastern NC. Usually I use a bottom rig with circle hooks and shrimp and a #2 weight. I go to the areas around docks and bridges in water about 5-6 feet. I cast out the rig and slowly troll it back to the boat. Flounder are bottom predators and wait for their prey to pass by, then strike. Once you feel the strike, let off and let the flounder set the bait. You'll feel pressure on the line, then set the hook.

Drift. Use a torpedo shaped weight that will slide along the bottom. Always fish clear water, so incoming tide or just after the high tide. Stay on the bottom. Live baby spot are deadly bait. Traditional bait is a long strip of squid and a minnow. If you catch a lot of non-keepers, move; the keepers don't hang around with smaller fish even by a couple of inches.
And please obey the size limits even though it's hard.
