idle rpm on 1998 3.0

when setting the idle speed in a marine application is the target rpm in neutral or in gear ahead dead slow?I read something on here a while back and thought i remember someone saying it should be set while in gear in the water not while running on a hose. Thanks guys.

In gear on the water, moving, not tied to a jetty...

You can set idle on the hose at home, to get it close (set it 50-100 RPM high) , but do the final adjustment on the water.
