Re: Idles but doesn't have any power
It's almost definitely the carb. But check to make sure the throttle plate (under the flywheel) still turns when you throttle up. That's your spark advance.
Get your OEM carb kit from a Johnny/Rude dealer, or
here. The 18-**** numbered replacement parts (aftermarket) carb kits don't come with a float, and the old fashioned cork floats have a tendancy to sink.

I've got the same symptoms from cracked ignition coils in the past, which is a common problem with these old Johnny/Rudes. They arc over through the cracks when the rpms pick up, or when you move the armature plate on which they sit. Go after the carbs first anyway.

Your going to need a manual. Get one here from iboats or an OEM reprint from:
TheOutboardWizard
Mastertech
Marine Engine
Ken Cook
Check ebay too. Sometimes used ones come up for a fraction of the price.
The manual will tell you things you need to know for these tasks, like the fact that you must remove the powerhead on 7.5hps to access the shift disconnect, so you can drop the L/U.

You should be able to nail down the year a bit better. Have a look around
The Old OMC Site.
A couple things you won't find there:
Spark Plugs - Champion J6C (was J6J) gapped at .030"
Oil Mix - 24:1 87 octane gas to TCW-3 rated outboard oil. Stick to this one and the rods will stay in the engine.
Do not ever, ever rev that engine above 1500RPM without a load on it. Otherwise, a rod or the flywheel may enjoy a liberating experience.

EDIT: Hey, that's a cool boat! Looks like fun.
