Just finished rebuilding the one on my 1980 Johnson 35hp. It would turn, but not rapidly enough to engage the fly wheel. I ordered an end cap with breaker points and holder and that did the trick. Mine was a Bosch starter. You will have to get a little innovative to hold the 4 points down on the springs while you put the end cap on the starter. I use a couple hacksaw blades and safety wire to hold my points in while I eased it onto the end shaft down to about 1/16" then slid the hacksaw blades out.
