I am considering changing my inline fuel filter to something that I can see through. My 2005 Merc 90 elpto calls for 35-816296q 2. Which type should i replace this with?

A inline filter one is just as good as another.

What about if I left the one in for the engine (replacing it first). Then added another one in plain view so that I can see the filter without taking off the cowling? Would this cause a fuel restriction?

You should install a fuel water seperator before the inline if you don't already have one.

Restriction is a problem. But by trying to see the filter ... are you trying to see water enter your carbs ?

DHP

I amtrying to see water/dirt with out putting a new one on. I have heard that some people are having problems with a seperator in the 90's is that true?

Add the seperator and inspect it often. If you want to be able to see inside buy the plastic screw on bowl with the drain plug. Drain water and debris from bowl routinely. Water sinks to bottom.
