Installing a scottys rod holder

I want to install a rod holder on my gunnel but it didn't come with mounting screws. How should I mount it? I don't have access to get underneath the mounting plate to put on buts and washers. Any ideas? I fish for big fish such as striped bass and bluefish. Thank you

How is your other gunwale hardware installed, do you know?

You may have a plywood backer under your gunwale fiberglass, but then again you may not... you won't know unless you drill it. If there's a plywood backer you could install the holder with some gnarly #12 stainless screws and 3M 5200. If there isn't anything there you could try riv-nuts:

I personally would probably glue a 2x4 or 2x6 wood block down with an epoxy adhesive and fasten to that so I wouldn't even have to put a hole in the gunwale.
