Is it time for rebuild???????

I have 1998 Johnson Fast strike 175 model be175glecd on 98 Triton tr19 that has been giving me problems for a while. I have owned the boat a few years. At first the boat would run in high 50s and turn 5600 to 5700 rpm with 24 pitch raker prop. The boat keep getting slower and slower losing rpms. Now the boat will only turn about 4800 rpm and run about 44 mph with a 23 pitch prop. The boat starts fine, idles fine and runs really smooth. Don't know much history on the boat. Vro was removed when I bought so it is premixed. Also purchased an Easytimer and checked the timing which was correct. Here is parts that has been replaced with oem parts so far.
New power pack
New stator
New coil packs
New plug wires
New optical sensor
Rebuilt carbs (high speed orfice was swapped to new bowls)
New carb bowls
Rebuilt fuel pump
New fuel lines from tank to engine with new bulb
New thermostats with springs
New throttle cam roller
New timing wheel (broke old one getting it off)
Also I decarbed the engine with sea foam deep creep.

I done compression check on cold engine and here is the numbers (don't know if gauge is accurate)
Passenger side top 95
middle 90
bottom 85 (was 80 first time and 85 the second time)

Drivers side top 105
middle 100
bottom 95

So I pulled the head and didn't see anything wrong with piston or any scoring on the cylinder walls. The pistons had very little carbon build up and the head had almost none. I have pictures but unable to get them to load (was getting "uknown error" message). The head o-ring wasn't tore.

Is there anything this could be other than rings? Maybe a reed? Maybe head o-ring? Thought It was odd that one side was good and other side was low.

Also all 6 of the spark plugs look good like brown paper bag. Boat doesn't miss or cut out when getting on plane or when loading the boat on trailer. Seems to pull up on trailer really good and has good power then.

I changed lower unit oil today and the oil looked fine. I didnt take it apart to look inside due to not having a pulling to get it apart.
