It is probally the opposite
Salt water is more boyant than fresh, so your boat may float a little higher on the water, giving you less resistance.
But the difference is probally not noticeable.

Ayuh,...

With My hull is actually Very noticeable....

Here in Freshwater,.. My 221 Starcraft Islander with a 4.3LX/ Alpha 1, Torque-shift Prop,.. It'll pull 43mph, at 4800rpms...

In the Saltwater off the coast of Maine,... It'll pull 52mph, at 4800rpms...

Not only will the hull float higher, the Prop will Bite better...
Saltwater is Much Denser...

The problem is, you can rarely go full throttle on Salt water, it is usually too choppy.
At least for a 16 ft boat.

We had another thread on this with pictures. There was so little of a boat in the water at WOT, it would be hard to prove any difference that salinity had.
I was involved in hydronautic calculations for T-AGS 39, c. 11K tons & 500'. It was determined that the difference in draft between Salt Lake and any fresh water was 4". If you were to extrapolate you boat's specs, the difference would barely be measurable.
I simply don't believe that salinity alone can cause a 20% difference in speed.

Yea, there are so many other factors in determining your top speed.
Some days I can go 26, some i can only get up to 22 or so.
You go slower in choppy water for instance.
Weight is a big factor, weight from extra fuel.
Wind even.
And Trim and weight distribution
