Is this supposed to move? evinrude 100hp 1990

Here is a little back story of what happened. over about 3 runs on the boat my idle started to increase and I stopped running it when the idle jumped really bad. its idling at about 2400rpm. and I'm looking for a vacuum leak, but to no avail so i turned to possible timing issue. im new to boats but i have a general knowledge of mechanics. i pulled off my flywheel and looked at the stater and timing pickup and nothing seemed to be out of place. then i turned the flywheel over and saw this little guy (pictured below) who looks like it used to be glued to the flywheel and is part of the timing pickup. could this have moved? so i grabbed it and gently gave it a twist and it just turned and came right off. so should this little magnet ring do this? and how should i go about fixing it? and is the crack going to affect anything?

That looks like the ring off the timer base not supposed to be on the flywheel at all. Take a pic of the timer base bet it's busted.

Inner timing magnet is supposed to be glued to the center hub, and not come off.
Here is the issue.....how you gonna glue it back in the EXACT correct spot?

Are there witness marks where it was mounted originally....???

If not, you will either need to find another flywheel exactly like yours and get the location from that one, or you are gonna need a new flywheel.
There are no maps to the proper location that I know of.

New flywheel time. If that center magnet wasn't cracked you could glue it back on.

Even if you could glue the magnetic timing ring back on, you'd never get it to the precise timing spot as it was shipped from the factory. Time for a new/replacement flywheel.

The later flywheels were marked so you could glue the magnets back in correctly.

I have the map and instructions to glue the V6 looper center magnets back in precisely. But not the V4s....sorry.
They are cheap enough...just be sure the ring on the new/used flywheel you get is tight before you buy it.
Ask the EBay seller specifically. Get him to send close-up pics.
Or, buy a brand new one for 350 bucks or thereabouts.

The flywheel should be here Thursday, I'll keep you all updated on the repair. Thank you for your help thus far! I'm sure I'll be needing much more in the future.

Does any one think if I were to get some CA glue or a good epoxy/jb weld and run a bead of glue around the base to help it stay put. Or will it affect anything? These parts are getting old.

Not accurate enough. Consider the small diameter of the center magnet. Has to be dead nuts exact.

So I got a new flywheel now it is not running correctly at idle it pops and stutters. It runs like a champ at ful WOT. I think it has to do with my linkage how do I set this up?

Seen that happen before myself. A motor came in blown up, The boss sold the guy a different (used) motor, all good. He overhauled the blown motor and sold it, It blew again. I was pulling it down to find out why it blew twice, And I saw the ring was loose, and had slipped a touch. Well a new flywheel was put on, and repairs made, It was sold again, and has been fine since.
