No really understanding what you mean by won't engage. If the starter gear engages the flywheel and the flywheel turns it is engaged. You will need to check that you have spark and fuel from there. Read this entire file:

I assume that you bought the motor in your other post. Did you check compression? As far as fuel coming out , you should also read the motor sitting for 2 years link and follow that. Good luck and you will find good help here but the link above is probably the most important to read and follow.

90 % of the time, if the starter does not engage, the problem is poor current. weak battery, dirty connections, both battery terminals, all connections on starter solenoid, and starter, and the ground connection to the block.

fuel leak is the float needle in the carbs is not closing, and stopping the flow of fuel. the screen vent, is the carb overflow.

i agree, top secret file.

Compression check is 1st in order to see if you want to put money in the motor. If the compression checks out then I would move on to check for spark. If there is spark, then clean (clean clean clean clean then clean again) and rebuild the carbs. A rebuild kit will probably run you 25-30. Put some new plugs in just to be safe, fill the lower unit and then start. Pretty much everything you need to know to do it is in the top secret file.

The big issue is the last time it was ran. Read the section on ethanol poisoning. It can reek havoc even on a new rebuild if it sat for too many years.
