Johnson 115 60 deg flooding

I have a 1998 johnson 115elecm I took the carbs apart for the first time since owning the boat yesterday and they were clean as a whistle. I blew them out and put new rebuild kits in all four. They are plastic so I did not soak them or spray with any cleaners. Now it is flooding, I was Only able to get it started twice and running rough could only keep it running for a few min. Fuel/oil running out exahust. I think the floats may not be set correctly. I set them level with the gasket as instructed. Do I need to adust them up or down?
Any suggestions from the experts?

Sounds like either the main jets are missing, or the float needle valves are not seating. Does the primer bulb stay hard when you squeeze it, or does fuel keep flowing past the needle valves? The floats are probably at the correct level.

Primer bulb get hard but I can still squeze it. all the jets were put back in place I know thats not the problem. Lower 2 carbs have fuel out the front as well top two are dry

Update
pulled all the carbs off rechecked everything one of the floats was just a little off but not more than the thickness of the gasket. As I completed the reinstall of the carbs I noticed the primer valve was positioned to the side instead of down. I repositioned it and it fired right up. It now sounds like it used to.
I feel stupid if thats all it was and did not notice it the first time.

No leaking out of the carbs!

Missed out on the lake today maybe next weekend......
