6500 rpm? that's only a thousand above the recommended range. For the link and sync procedure for these engines. I suggest a factory manual specific to your engine

It should also be noted that the tach on the motor jumps around a bit. Out of the water on muffs it is around 1100-1200 rpm but will jump to 1500-1600 and then back down every few seconds. Does that give a better incite on what might be going on?

So I ran a spark tester on the motor. It jumps a 1/2" gap on all four cylinders. I changed the plugs out and attempted to adjust the throttle pick up a little. Wouldn't even start. Check the bulb and it won't harden. Went and got a new hose and bulb as the old one was warn. Get fuel through to the carbs now and the bulb stays hard. The motor will spin, but for about 2 seconds and then dies. There is no fuel leaking from the carbs out the front when tilted.

Next steps or things to look for?
