Johnson 33hp starter not having power?

I have a 1970 33hp Johnson. When i turn the starter over it doesn't have enough power. It turns until compression rises. If i put some jumper cables directly on the starter and it doesn't turn over is it the starter. I had the battery hooked up to a jump starter and cleaned all cables till shiny. I want a starter im sick of this pull cord. How do i test the starter, cables battery. Should i charge it up before i bring it to napa to do a load test.
I have a 300$ marine trolling/ boat battery with 30min reserve. Im hoping it is not the battery but thanks for the help.

You need a known good battery in a fully charged condition. If with this battery, you connect known good jumper cables directly to the starter stud and ground, and the starter still does not crank the engine over very fast, then something is wrong with the starter.
