The only way to seriously tell is to look up the part numbers of the two engines and see it they are the same. I think probably not, but that also doesn't mean it won't either. However, if you do manage to make it fit and get all the connections and such worked out, it may not supply the 25 HP engine with the needed fuel/air that it does with the 18 HP engine... IDK JMHO!
