On one of my old trucks that was a signal that one of the bulbs was burnt out or the ground was off.

Good luck.

ditto

the older (cheaper) type thermal flashers behaved this way, the electronic ones often don't warn you.

Bad ground or pinched wire or bad bulb. any combination will cause this to happen. first chech bulb and socket. Most common solution. then start testing wires(most tedius solution). good luck.

Another thing to check is the flasher relay itself, it is a little can looking item, normally in the fuse block or in the wiring harness under the dash, they are what controls the flash rate on many vehicles, it is what used to make the click noise when you turned the turn signal on. When towing it is always a good idea to replace them with a heavy duty model..

Also, double check that bulb on the rear, the Grand Cherokee 95-98 were prone to that bulb burning out or loosing contact, I have to replace mine on my 96 about once every 6 months to a year..but often times, it is because moisture has entered the housing and caused a small mount of corrosion on the little wire contacts, if you have the limited model it should have the dash information system that tells you when a bulb burns out.

Signal light flashers can be electronic or thermal. If yours is a thermal type, they are subject electrical load -- meaning something on that side is drawing more or too little current than the other or that one of the bulbs is not working. Some vehicles have two bulbs in each rear lamp rather than just one. If only of the two is working, that presents too little load to the flasher. If this problem occurs only when the trailer is hooked up, then you need a heavy duty flasher or there is a problem on the trailer.
