Location of fuse panel

I'm unable to locate my fuse panel in a 99 Smokercraft Phantom. I have white circuit breakers near toggle switches-but the backs don't appear large enough to house fuses. Please help!

Circuit breakers don't contain fuses.

Since your circuits are protected by panel-mounted breakers, you may not have a fuse panel.
