Loose tilt holding on a 90 Yamaha Outboard

My trim and tilt seem to be loose. If I tilt the motor up, in about 2 hours, it will be down and touch the ground. My fluid level is normal. MY manual valve bolt is tight. What else can be wrong?

drift down on the 6H! units.
up main valve bad
up relief valve bad
manual release valve is bad
trim piston orings bad
free piston in the tilt ram oring is bad

Does not sound good at all, does it? I guess I would have to disassemble the whole thing and take a look. I was hoping for a simpler solution. Thanks for your help.

I know its not a fix but my 60 does it sometimes I work the system a few times and it holds.
